For many Australian Muslims, choosing financial protection is not only a financial decision. It is also a matter of faith. Under the Shariah position adopted by Najmaa, conventional commercial insurance is not permissible because its structure involves prohibited elements, including riba (interest), excessive gharar (uncertainty) and maysir (gambling or speculation). It is only resorted to where a genuine necessity (darura) applies, such as where cover is legally required or no viable Shariah-compliant alternative exists.
That is why Takaful exists. Takaful is a Shariah-compliant model of mutual protection built around cooperation, shared responsibility and people helping one another when loss occurs.
“Islamic insurance” is the term many people use when searching for Takaful. But Takaful is not simply conventional insurance with an Islamic label. Its structure, purpose and approach to risk are different. Najmaa goes further again: Najmaa Mutual Limited provides Takaful-based discretionary mutual protection, not insurance.
What Is Takaful (Islamic Insurance)?
Takaful comes from the Arabic concept of mutual guarantee and responsibility. Instead of transferring risk to a conventional insurer for a premium, participants contribute to a mutual arrangement designed to support members when an eligible loss occurs.
At its heart, Takaful is about ta’awun, or mutual cooperation. Members contribute so that the community can support one another in times of hardship. The structure is then governed so that contributions, investments, claims and administration operate in accordance with Shariah principles.
At Najmaa, members join a discretionary mutual and make contributions toward a shared protection structure. Claims are treated as requests for support and are considered under Najmaa’s governing documents and discretionary mutual framework.
How Does Islamic Insurance Work?
Mutual cooperation (Ta’awun). Members contribute to a common structure with the shared intention of helping one another, rather than transferring risk to a shareholder-owned insurer for profit.
No riba (interest). The structure and investment of mutual funds are designed to avoid interest-based transactions.
Avoiding prohibited gharar. Takaful is structured around mutual assistance, defined rules and transparency so that prohibited excessive uncertainty is not used as the basis for a commercial risk-transfer transaction.
Avoiding maysir. The arrangement is not built around one party gaining from another party’s loss or around speculative risk-taking.
Purpose-driven surplus. Different Takaful structures deal with surplus in different ways. Najmaa Mutual is a not-for-profit mutual and is not designed to generate underwriting profit for external shareholders. Subject to maintaining appropriate reserves, meeting the Mutual’s obligations and protecting its long-term sustainability, surplus is intended to be applied for the benefit of the Mutual and the wider community, including through the Najmaa Waqf established with Awqaf Australia. The Waqf is focused on uplifting the community, advancing social justice and helping build institutions that create lasting benefit.
Independent Shariah governance. Najmaa’s model is subject to external independent Shariah oversight to help ensure that its structure and products continue to operate consistently with the Shariah principles on which they were established. You can view Najmaa’s Shariah certification for more detail.
Conventional Insurance vs Insurance Mutual vs Takaful Mutual Protection
All three models seek to provide financial protection when something goes wrong, but they differ materially in ownership, purpose, risk structure and Shariah treatment.
| Conventional Insurance | Insurance Mutual | Takaful Mutual Protection | |
|---|---|---|---|
| Approach to risk | Risk is generally transferred to an insurer | Risk is pooled within a member-owned or member-focused insurance structure | Risk is shared through a mutual assistance structure guided by Takaful principles |
| Primary purpose | Commercial insurance; may generate returns for shareholders | Insurance protection for the benefit of members | Mutual protection, member support and Shariah-aligned community purpose |
| Profit model | Underwriting and investment profits may benefit shareholders | Surplus is generally retained for, or may be returned for, member benefit | Not designed to generate underwriting profit for external shareholders; surplus is applied according to the mutual’s purpose and governing rules |
| Riba | May arise through interest-bearing investments or financing | May still arise depending on investments and structure | Structured to avoid riba |
| Gharar / maysir | Commercial risk transfer raises Shariah concerns | Mutuality changes ownership dynamics but does not by itself make the structure Shariah-compliant | Structured specifically to avoid prohibited gharar and maysir |
| Shariah governance | Not required | Not required | External independent Shariah governance |
| Najmaa? | No | No | Yes: Najmaa is a Takaful-based discretionary mutual, not an insurer |
Is Islamic Insurance Available in Australia?
Yes. Najmaa was established as Australia’s first Takaful mutual, bringing a locally structured Shariah-compliant mutual protection model to Australia.
Australia has a large and growing Muslim community, yet access to locally structured Shariah-compliant protection has historically been limited. Najmaa was established to change that by building an Australian institution designed specifically around Takaful, mutual assistance and community purpose.

Why Choose Najmaa for Takaful in Australia?
Najmaa was created to give Australians a way to protect what matters without compromising their values. It was not built by taking a conventional insurance product and placing an Islamic label on it. Najmaa Mutual was built from the ground up as a not-for-profit discretionary mutual guided by Takaful principles.
There are no external shareholders of Najmaa Mutual extracting underwriting profit from the Mutual. Members contribute into a structure designed around mutual support, while the Mutual is governed for sustainability, member benefit and broader community purpose.
That community purpose extends beyond individual claims. Subject to the Mutual’s obligations, reserves and long-term sustainability, surplus is intended to help strengthen the Mutual and support wider community benefit, including through the Najmaa Waqf established with Awqaf Australia, helping uplift the community, advance social justice and build institutions that can serve generations to come.
This is what Najmaa means by Protection with Purpose.
Frequently Asked Questions
Is Takaful the same as insurance?
Takaful is often described or searched for as “Islamic insurance” because it provides financial protection against loss. But its underlying structure is different. Takaful is built around mutual assistance and shared responsibility rather than conventional commercial risk transfer. Najmaa’s protection is provided through a discretionary mutual and is not insurance.
Is conventional insurance permissible in Islam?
Under the Shariah position adopted by Najmaa, conventional commercial insurance is not permissible because of prohibited elements including riba, excessive gharar and maysir. It may be resorted to where a genuine necessity (darura) exists, including circumstances where protection is legally required or a viable Shariah-compliant alternative is not available.
Is Takaful only for Muslims?
No. Takaful is built according to Islamic principles, but the values behind it (mutual assistance, transparency, shared responsibility and community benefit) can appeal to anyone seeking an alternative to conventional insurance.
Is Takaful cheaper than conventional insurance?
Pricing depends on the type of protection, the risk being covered and individual circumstances. Takaful is differentiated primarily by its structure, purpose and Shariah governance, not by a promise that it will always be cheaper. To see what contributions look like for your situation, get a quote.
How is Najmaa regulated in Australia?
